Actions Taken:

1.       D. Milowe began a discussion to re-finance existing debt with zero-coupon bonds. His investigation with the state and Palmer & Dodge led him to determine that, absent special legislation, it is illegal to finance debt with zero-coupon bonds.

2.       D. Hillegass presented the capital request from the Data Processing Department: (1) Replacement of the outdated transceiving unit at the “head-end room” at the Comcast equipment room ($34K). The Committee requested information regarding the annual maintenance costs for this project.

3.       M. Polimer presented the capital requests from Civil Defense: (1) Purchase 2 15kw portable gasoline powered generators ($5K); (2) Purchase & installation 6 UHF two-way radios ($5K); and (3) Purchase & installation AM radio emergency alert systems ($15K).

4.       B. Puritz presented the capital request from the Animal Control Department: (1) Replacement of the van ($28.5K).

5.       D. Mann presented the capital requests from the Fire Department: (1) Ambulance replacement ($175K); (2) Purchase one portable set of “Jaws of Life” ($18.5K); and (3) Purchase & installation of a telephone system in the Fire Station ($10K).

6.       J. Bernstein presented the capital requests from the Police Department: (1) Replacement of 2 cruisers ($63K); (2) Purchase of a copier ($12K); and (3) Purchase of a motorcycle ($15K). An additional request was made for $35K to supplement previous capital authorizations and other funding available to complete the rehabilitation of the Police Station.

7.       E. Hooper presented the capital requests from the Department of Public Works: (1) Roadway improvements ($450K); (2) Sidewalk construction & maintenance ($180K); and (3) Departmental equipment ($215K).

8.       B. Puritz presented the capital request from the Board of Selectmen: (1) Purchase of a copier ($20K).

Votes Taken:

1.       MOVED by J. Roach, and duly seconded, that the minutes of the December 6, 2004 Capital Outlay Committee meeting be accepted. VOTED in the affirmative, 6-0-0.
